Carlos E. Bonilla
Managing Partner and Chief Economist
Carlos Bonilla is a former Sr. Vice President with Washington Group, and has
represented clients before the U.S. Congress and Federal Government. He provided
strategic planning and analysis from 2003 to 2008 for The White House National
Economic Council, serving as Special Assistant to the President for Economic Policy.
Mr. Bonilla developed the aviation and labor portfolios and was part of the tax policy
team. From January 2001 to May 2003, he served as Senior Economist for the U.S.
Congress House Budget Committee. He also served as tax policy advisor for the
chairman, developed tax simulation models, and carried out analyses on tax policy
changes. Mr. Bonilla is a Mesa Airlines Board Member and Director, and a Member of
the Audit Committee. Before joining the White House, Carlos was the Chief Economist
for the Employment Policies Institute and the National Chamber Foundation at the U.S.
Chamber of Commerce and Institute for Research on the Economics of Taxation. Mr.
Bonilla received a B.S. from American University and an M.S. in Economics from
Georgetown University.
